A six-question rubric scores each vendor. Tierosta suggests answers from spend and category, shows the range of possible scores while questions are open, and requires a person to approve every tier. Vendors whose rubric tier differs from their current tier are flagged, and referral or financial arrangements are routed for conflict-of-interest review.
